On October 18, 2023, the Ministry of Human Resources and Social Security published on its official website the Minimum Wage Standards in all Regions of the Country (as of October 1st, 2023).


After October 1st, several more regions have adjusted the minimum wage standards. Please refer to the following table for the latest information:

Minimum Wage Standard
Definition: The minimum wage standard refers to the minimum labor remuneration paid by the employer in accordance with the law under the premise of providing normal work during the legal working hours or the working hours agreed upon in the labor contract signed by the law.
Types and calculation methods: The minimum wage standard includes two forms of monthly minimum wage standard and minimum hourly wage standard. The monthly minimum wage standard is calculated on a monthly basis and applies to full-time employed workers; the minimum hourly wage standard is calculated on an hourly basis and applies to part-time workers.
The social insurance premiums and individual contributions to the housing provident fund are included in the minimum wage standard (Some regions may not include these two parts).
Note: In the case that the workers provided normal work, the wages paid to the workers by the employer shall not be lower than the minimum wage standard after excluding the following items: wages for extended working hours; allowances under special working conditions such as working at night, high temperature, low temperature, underground, toxic and harmful environment; welfare benefits regulated by the law.

Shanghai has the highest monthly minimum wage in China.
In terms of monthly minimum wage, Shanghai ranks first in the country at 2,690 yuan. From the point of view of the hourly minimum wage standard, Beijing's hourly minimum wage standard is 25.3 yuan, which is the first in the country, Shanghai ranks second with an hourly minimum wage of 24 yuan.
Shanghai adjusted the minimum wage standard on July 1, 2023, with the monthly minimum wage standard adjusted from 2,590 yuan to 2,690 yuan, an increase of 100 yuan; the hourly minimum wage has been adjusted from 23 yuan to 24 yuan.
It is worth noting that the minimum wage standard in Shanghai does not include social insurance premiums and housing provident funds paid by individual workers in accordance with the law, the two parts will be paid by employers.

The minimum monthly wages in 17 regions are not less than 2,000 yuan
According to the Minimum Wage Regulations, different administrative regions within provinces, autonomous regions and municipalities directly under the Central Government may have different minimum wage standards.
According to the national minimum wage standards issued by the Ministry of Human Resources and Social Security and government departments, the number of regions with the first gear monthly minimum wage standard of 2,000 yuan or more has increased to 17.
Which are: Beijing (2,420 yuan), Tianjin (2,180 yuan), Hebei (2,200 yuan), Shanghai (2,690 yuan), Jiangsu (2,280 yuan), Zhejiang (2,280 yuan), Anhui (2,060 yuan), Fujian (2,030 yuan), Shandong (2,200 yuan), Henan (2,000 yuan), Hubei (2,010 yuan), Guangdong (2,300 yuan), Shenzhen (2,360 yuan), Chongqing (2,100 yuan), Sichuan (2,100 yuan), Xizang (2,100 yuan) and Shaanxi (2,160 yuan).

Significance on workers:
The adjustment of minimum wage standards is conducive to the adjustment of distribution structure and has a substantial significance on the interests of workers. With the adjustment of the minimum wage standard, other treatment levels of workers linked to it will also adjust accordingly.
For example, in the calculation of employees' overtime wages and social security payment base, enterprises will increase it with reference to the minimum wage standard. When the minimum wage is raised, it means that the level of social security is correspondingly increased, which is conducive to the benefits of workers in general.
In addition, some benefits will also increase with the rise of the minimum wage standard, including unemployment insurance, sick pay during the medical treatment period, wages during the probation period, and the basic living expenses of employees in the case of suspension of work or business.
